The program of recycling of trucks prepare for 2012

the Government prepares since 2012 program start on updating of park of lorries and buses, the director of department of motor industry of the Ministry of the industry and trade Alexey Rakhmanov has informed today.

As he said, there is passed while only half of way. knowing a position of the Ministry of Finance, we should pass half more ways that the program has earned — he has noted. He also has added that three variants of financing of this program are now studied: to similarly scheme of recycling of automobile motor transport; sofinansirovanie from the regional and federal budget, and also financing through the state and leasing company. Alexey Rakhmanov has made these statements at conference Komavto 2011 the organised newspaper Sheets .

About necessity to expand the program of recycling of motor transport on trucks and buses officials have started talking right after start of the program of recycling legkovushek. Program working out seriously undertook in the summer of 2010 and it was expected that it can already start by the end of the year. But it has appeared that basic distinctions of the market of automobile and cargo motor transport not so simply to overcome. The main feature that owners of trucks generally are legal bodies, instead of private traders, as in a case with legkovushkami. Besides, above cost legkovushek, therefore the size of a grant it is necessary to increase cost of trucks in two - three times. At the same time the Russian cargo park very old (from one and a half millions the cars which are in operation, 730 thousand is more senior 15 years) and could go to breakage cargo stuff which cost in the form of scrap metal less, than the award. Besides, the Russian manufacturers suggested to give the award only at purchase of the truck similar handed over in breakage, being afraid of replacing to foreign cars.

Predictably, KamAZ can become the main thing vygodopriobritatelem under the program of recycling of trucks. Factory, without waiting start of the state program of recycling of lorries, has already started own. It provides sale in 2011 3 thousand trucks at a discount 8 — 10 % in exchange for handed over in breakage.

For home producers of cargo technics start of the program of recycling would be as it is impossible by the way. This segment is restored by lower rates, than the automobile market, and much less protected by import duties. In particular, in case of Russia`s accession to the World Trade Organization it is provided that in 2015 import rates on import trucks will be lowered with present 25 to 10 %.
