Landowners will take out a question on the earth on a referendumCountry party of Russia (APR) intend to initiate referendum carrying out on an agrarian question.
such statement was made today by the leader of this party, the deputy of the State Duma Michael Lapshin. As he said, APR suggests to take out on a referendum four questions. In particular, a question on possibility of transfer of the ground areas to foreigners only on the rent right; about possibility of that the ground areas on which there are uninhabited buildings in line of city and rural settlements, remained in the municipal property; about transfer to rent to proprietors of habitation of the ground areas located under inhabited apartment houses; and a question on introduction of the moratorium on purchase and sale of the earths of agricultural purpose not less than for 10 years.
Michael Lapshin has not excluded that despite the beginning of procedure of a referendum, the Ground code can be accepted the State Duma in the third reading and is approved by the Federation Council. He has underlined that referendum carrying out can affect the decision of both chambers of parliament and, probably, to promote returning of the Ground code to procedure of the second reading.
