Ministry of Labor of the Russian Federation has directed to the government the effective contract the Ministry of Labour and Social Protection (Ministry of Labor) of the Russian Federation has directed to the government of Russia the project of the program of stage-by-stage perfection of system of payment at rendering of the state (municipal) services on 2012 - 2018γγ. The project assumes increase of level of payment of workers of budgetary sector in coordination with transition on the effective contract . a program main objective - essential improvement of quality of the services rendered by establishments of budgetary sphere to the population and managing subjects, and also introduction of modern forms and technologies of work in activity of these establishments - the deputy minister of work and social protection of the Russian Federation marks Ljubov Eltsova.
Besides increase of level of payment of the state employees, the given program also provides formation of independent system of an estimation of quality of work of the organisations rendering social services, including introduction of public ratings of their activity. Thus public organisations will take part in an estimation of quality of rendering of services.
it is necessary to notice that the definitive variant of the program should be brought in the government of the Russian Federation till December, 1st 2012γ. Before the profile ministries will develop road maps of changes in branches of social sphere. The given innovations will be directed on increase of efficiency and quality of services in an education sphere, sciences, public health services and the culture, co-ordinated to transition on the effective contract .
Ministry of Labor counts that introduction the effective contract Will promote the fullest reflexion in labour contracts of functions of workers, indicators and criteria of an estimation of work, repayment terms of work and granting of privileges. Under the effective contract labour relations between the employer (state or municipal authority) and the workers, based on presence at establishment of the state (municipal) task and target indicators of overall performance are understood; on system of an estimation of efficiency of activity of workers; on system of the payment considering distinctions in complexity of performed work, and also quantity and quality of work; on system of rationing of work; on a concrete definition in labour contracts of functions of workers, indicators and criteria of an estimation of work and conditions of its payment.
