Today only 30 percent of the Russian roads correspond to standard requirements. Quality of the others leaves much to be desired. To the country budget such large object not to lift. How you intend to involve regions in this work?

We want to unite money and forces of the next regions for creation of a modern transport infrastructure. The complex program of development of the Moscow transport knot is already developed. It is not excluded that the similar project will appear for St.-Petersburg and Leningrad region.

And what plans at the ministry of transport of struggle against stoppers in capital and suburb?

It is necessary to create conditions for uninterrupted movement of motor transport on street and a high system of the Moscow region. These problems, by the way, infringe on interests not only Moscow and Moscow suburbs, but also many other regions. And their decision should be considered as maintenance of economic safety of the country.

Ministry of Transport together with the governments of Moscow and Moscow Region has developed the Program of development of a transport complex of the Moscow region (2010 - 2015) which provides a series of measures providing uninterrupted movement of motor transport. It is very important to generate co-ordinated on federal and regional level the policy on development of a transport complex of capital region which will provide steady economic growth, development of Moscow as world financial centre, will raise quality of life of the population and will improve a state of environment.

Why the transport situation in capital region last years became such sharp? Probably, the reason not only in growing quantity of personal cars on roads?

the situation was affected by variety of factors. I will name some of them. Now the Moscow transport knot in many respects carries out transit functions for cargoes and the passengers following in other regions of Russia or in foreign countries. It is connected by that on region territory there pass the international transport corridors concentrating powerful transport streams. In Moscow and Moscow Region 8 customs with which it is subordinated 97 customs posts which are carrying out registration of 60 percent of cargoes, arriving in the country by motor transport is located. In 2007 on customs posts of capital region it is issued 18,6 million tons of the goods in statistical cost of 61,4 billion dollars the most part from which is processed by customs of Moscow. For import of such volume of cargoes it is used over one million supersize cars a year. Passage of the basic transport corridors and placing of customs services promoted formation on the basis of the Moscow transport knot national trading - distribute - telnogo the centre in which it is concentrated about 70 percent from total amount of the warehouse areas of Russia.

Today only on a railway transportation probably to provide essential increase in volume of passenger transportations. Therefore on prospect the problem is put to transform railway communication from suburban in prigorodno - city. It will allow to increase twice volumes of transportations of passengers on a railway transportation - from 800 million persons to 1,6 billion a year.

But for this purpose it is necessary to develop the Moscow railway junction, to organise new lines of movement. It is necessary to construct 365 km of additional ways on radial directions of the railways, 93 km - on the Big main detour and 88 km - on the Small ring. Reconstruction of 11 passenger and technical stations is already provided. Besides, development of suburban and inter-regional transportations by trains of the raised comfort on all radial directions in the message with the regional centres of Moscow Region and the next regions is provided. The part of cargo court yard will be taken out abroad Moscow Region or reorientated for maintenance of delivery of cargoes in capital. Development of distant railway detours of Moscow for a conclusion of transit cargo movement, creation of a network of container terminals and transportno - the distribution centres providing supply of the Moscow region by cargoes, and formation of network goods traffics is planned.

Improvement of quality of suburban transportations in Moscow Region is supposed at the expense of increase in intensity of movement of trains, the organisation of express trains on all radial directions and applications of more perfect rolling stock. The organisation of transportations is provided by fast electric trains on all radial directions with the largest regional centres - Krjukovo, Lobnja, Pushkino, Sergiev Posad, Podolsk, Peredelkino, Odintsovo, Nahabino.

Already now the airports and city stations start to connect railway threads, whether expansion of such networks is planned?

For improvement of quality of transportations of passengers and loading reduction on ulichno - a high system all airports of the Moscow aviaknot will be connected with railway stations of a city. On settlement prospect the volume of passenger transportations between the airports and Moscow is predicted at level of 20 million persons in a year that will demand the organisation of the high-speed passenger message.

Lengthways along the street

2,5 million inhabitants of Moscow live in the large inhabited files which do not have underground. Whether backlog in a construction of lines of the underground which makes more than 100 km will be reduced?

For reduction of an overload of operating lines of underground building of new lines of 79 km, 43 stations and 7 depots of underground by 2015 is provided. When it will be made, the general extent of a network of underground will increase in Moscow about 292 km to 371 km. And at the expense of building of the third contour of underground there will be a possibility of connection of the new directions accepted from Moscow Region.

And what prospects of development street and a high system?

It will extend. In plans - input in a city of a new line Moscow - St.-Petersburg at the expense of building of the Businovsky traffic intersection and a site of Festival street and a traffic intersection with continuation to the Fourth transport ring. Its stage-by-stage formation in the long term will provide communication between new radial roads. By 2015 it is planned to construct and reconstruct 95 km ulichno - a high system and 39 transport constructions. And the share of the main network working in a mode of an overload, will be lowered with 80 to 60 percent.

And at federal level what measures are provided for development of the Moscow knot?

It first of all development of highways of the federal value having the greatest intensity of movement. In the Moscow region the system of paid highways for which creation building of a high-speed highway Moscow - St.-Petersburg is provided, new exit on the Moscow ring highway from federal road of M - 1 " will start to be formed; Belarus reconstruction of a highway of M - 4 Don . The Central ring highway which becomes an infrastructural basis of logistical system of the Moscow transport knot will be constructed.

And what economic benefit program realisation will give as a result? It is possible to give what reference points to those regions which can go on traces of Moscow and Moscow suburbs?

The gain of a total regional product of the Moscow region in comparison with predicted value can make 16,6 percent, and goods turnover growth - 17 percent, volume of investments into fixed capital - 15,9 percent.
