The most part of these means will go on infrastructure building, and it will make territory more attractive to private investments.

Under other scenario the rate on the strong regions already today serving by locomotives of the general development of the country becomes. There, for example, for the account it is private - the state partnership infrastructural projects develop, the new enterprises are under construction. And the regional authorities, in turn, have possibility to give business tax preferences - for example to release from profit tax payment. In due course rapid development of strong regions can become stimulus for pulling up of nearby weak territories. They will form demand for production made there and services so, to push and manufacture development. Besides at roughly growing economy in some years in strong regions shortage of labour will be felt, and business will be compelled to move there where there is not used and cheap labour. That is in growth of backward regions will result objective economic processes. However, here from the state too it is necessary to think over a series of measures. They can be connected, for example, with granting of any tax privileges for stimulation of business activity in depressive territories.
