The decree of the President of Russian Federation N 690 from June, 9th, 2010 About the statement of Strategy of the state antinarcotic policy of the Russian Federation till 2020

With a view of consolidation of efforts of federal public authorities, public authorities of subjects of the Russian Federation, local governments, the organisations and citizens of the Russian Federation on distribution suppression in territory of the Russian Federation of narcotics, psychotropic substances and them prekursorov I decide:

1. To confirm applied Strategy of the state antinarcotic policy of the Russian Federation till 2020.

2. To the chairman of the State antinarcotic committee to include in the annual report to the President of the Russian Federation about activity of the State antinarcotic committee the data about a course of realisation of Strategy of the state antinarcotic policy of the Russian Federation till 2020.

3. The present Decree comes into force from the date of its signing.

Strategy of the state antinarcotic policy of the Russian Federation till 2020

I. Introduction

1. Necessity of acceptance of Strategy of the state antinarcotic policy of the Russian Federation till 2020 (further - Strategy) is caused by dynamics of the changes occurring in Russia and in the world, occurrence of new calls and the threats connected first of all with activization of activity of transnational criminality, strengthening of terrorism, extremism, occurrence of new kinds of narcotics and psychotropic substances (further - drugs), strengthening of negative tendencies, such as steady reduction of population of Russia, including reduction of number of young able-bodied population owing to expansion of scales of illegal spread of drug addiction.

Strategy of national safety of the Russian Federation till 2020, the Russian Federation confirmed by the President on May, 12th, 2009 One of sources of threats of national safety recognises activity of transnational criminal groupings and the organisations, connected with a drug trafficking and them prekursorov.

2. The modern narcosituation in the Russian Federation is characterised by expansion of scales of illegal circulation and not medical consumption vysokokontsentrirovannyh drugs, such as heroin, cocaine, stimulators amfetaminovogo a number, the medical products possessing psychotropic influence, and also their influence on HIV distribution - infections, virus hepatitises that poses serious threat of safety of the state, to national economy and health of its population.

II. General provisions

3. Strategy is developed according to the Constitution of the Russian Federation, federal laws and other standard legal certificates of the Russian Federation conventional by principles and norms of international law in the field of counteraction to a drug trafficking and them prekursorov taking into account domestic and foreign experience. Strategy defines the purpose, principles, the basic directions and problems of the state antinarcotic policy of the Russian Federation.

In Strategy corresponding positions of Strategy of national safety of the Russian Federation till 2020 and the Concept long-term socially - economic development of the Russian Federation for the period till 2020 develop and concretised with reference to sphere of antinarcotic activity.

4. The general purpose of Strategy is essential reduction of illegal distribution and not medical consumption of drugs, scales of consequences of their illegal circulation for safety and health of the person, a society and the state.

Decisions and the measures accepted by public authorities in the field of struggle against a drug trafficking and them prekursorov, are based on principles of legality, observance of constitutional laws and freedom of citizens, an openness, concreteness, sistemnosti, integrated approach, anticipatory influence, equality maintenance of all before the law and inevitability of responsibility, a support on support of a society, inadmissibility of application in the Russian Federation replaceable methods of treatment sick of a narcotism with application of narcotics and the psychotropic substances brought in lists I and II list of narcotics, psychotropic substances and them prekursorov, subject to control in the Russian Federation, confirmed by the governmental order of the Russian Federation from June, 30th, 1998 N681 (further - the list of narcotics), and is equal to legalisation of consumption of separate drugs in not medical purposes.

reduction of demand for drugs by perfection of system of preventive, medical and rehabilitation work;

development and strengthening of the international cooperation in control sphere over drugs.

6. The basic strategic problems:

working out and introduction of the state system of monitoring of a narcosituation in the Russian Federation;

creation and realisation of a nation-wide series of measures on suppression of illegal spread of drug addiction and them prekursorov in territory of the Russian Federation;

development of measures of counteraction to the narcotraffic on territory of the Russian Federation, adequate to existing narcothreat;

maintenance of reliable state control over legal drug trafficking and them prekursorov;

) creation of the state system of preventive maintenance of not medical consumption of drugs with a priority of actions of primary preventive maintenance;

perfection of system of rendering of narcological medical aid sick of a narcotism and their rehabilitations;

perfection organizational, is standard - legal and resource maintenance of antinarcotic activity.

7. The state antinarcotic policy is a system of strategic priorities and measures, and also activity of federal public authorities, the State antinarcotic committee, public authorities of subjects of the Russian Federation, the antinarcotic commissions in subjects of the Russian Federation, the local governments, directed on the prevention, revealing and suppression of a drug trafficking and them prekursorov, preventive maintenance of not medical consumption of drugs, treatment and rehabilitation sick of a narcotism.

Strategy of the state antinarcotic policy - officially accepted basic directions of a state policy defining measures, the organisation and coordination of activity of federal public authorities, public authorities of subjects of the Russian Federation, local governments in sphere of drug trafficking and them prekursorov and counteractions to their illegal circulation.

8. Antinarcotic activity - activity of federal public authorities, the State antinarcotic committee, public authorities of subjects of the Russian Federation, the antinarcotic commissions in subjects of the Russian Federation and local governments on realisation of the state antinarcotic policy.

9. Subjects of antinarcotic activity are:

the State antinarcotic committee which is carrying out coordination of activity of federal enforcement authorities and the antinarcotic commissions in subjects of the Russian Federation, and also the organisation of their interaction with enforcement authorities of subjects of the Russian Federation, local governments, public associations and the organisations on realisation of the state antinarcotic policy;

the antinarcotic commissions in subjects of the Russian Federation and in the municipal unions, providing coordination of activity of territorial bodies of federal enforcement authorities, enforcement authorities of subjects of the Russian Federation and local governments, and also organising their interaction with public associations on preventive maintenance of not medical consumption of drugs and counteraction to their illegal circulation within the limits of the powers;

Federal Agency of the Russian Federation of control over the drug trafficking, providing performance of functions on realisation of the state antinarcotic policy, it is standard - to legal regulation, control and supervision in sphere of drug trafficking and them prekursorov, and also in the field of counteraction to their illegal circulation;

Ministry of health and social development of the Russian Federation which is carrying out functions on development of a state policy and is standard - to legal regulation in sphere of the organisation of medical preventive maintenance, medical aid and medical rehabilitation for the persons consuming drugs, and sick of a narcotism, and also in sphere of pharmaceutical activity, including questions of a turn of narcotics, psychotropic substances and them prekursorov;

) other federal enforcement authorities providing realisation of functions on counteraction to a drug trafficking and them prekursorov, and also measures of preventive maintenance of not medical consumption of drugs within given by it the President of the Russian Federation and the Government of the Russian Federation of powers;

the higher officials (heads of the higher executive powers of the government) subjects of the Russian Federation, carrying out within the limits of the powers a management of antinarcotic activity in territory of subjects of the Russian Federation;

enforcement authorities of subjects of the Russian Federation, providing realisation of the state antinarcotic policy in subjects of the Russian Federation;

local governments, within the competence organising execution of the legislation of the Russian Federation about narcotics, psychotropic substances and about them prekursorah.

10. Public associations and the religious organisations have the right to participate in preventive maintenance of not medical consumption of drugs and rehabilitation of the persons consuming drugs.

11. Objects of antinarcotic activity are:

the country population, first of all children, teenagers, youth and their families especially entering into groups of risk of involving in a drug trafficking and them prekursorov, and also the persons consuming drugs in not medical purposes, and their families; sick of a narcotism, needing treatment and rehabilitation, and their families; workers of separate kinds of professional work and the activity connected with sources of raised danger;

the organisations and the establishments participating in legal drug trafficking and them prekursorov;

) organised criminal groups and the communities participating in a drug trafficking and them prekursorov.

expansion through the international cooperation of possibilities of suppression of cultivation of narcocontaining plants and manufacture of drugs in Afghanistan and the narcotraffic in the transit countries.

15. the program of measures on creation and development of system of vocational training of shots in sphere of antinarcotic activity Is developed.

cooperation of law-enforcement and other state structures with citizens and institutes of a civil society for rendering of assistance to law enforcement bodies in counteraction to a drug trafficking and them prekursorov, detection of places of growth of wild-growing narcocontaining plants and the facts of their illegal cultivation, revealing and suppression of the corruption communications promoting a drug trafficking and them prekursorov Is provided.

Law-enforcement measures on reduction of the offer of drugs

17. With a view of suppression of contraband of drugs on territory of the Russian Federation development of system of counteraction of the organised narcocriminality is provided.

For the decision of problems of destruction of an infrastructure of illegal manufacture and transportation of drugs and them prekursorov, narcodistribution networks in territory of the Russian Federation the plan of the law-enforcement measures accepted in interaction with state structures, carrying out counteraction to a drug trafficking and them prekursorov is formed.

For a non-admission of illegal import of drugs to the Russian Federation the system of measures of the state control over foreign citizens (by persons without citizenship), arriving to the Russian Federation (being on its territory), in particular from narcodangerous regions of the world is improved.

IV. Perfection of system of measures on reduction of demand for drugs

The system of measures on reduction of demand for the drugs, directed on improvement of the population of the Russian Federation by decrease in consumption of narcotics and psychotropic substances and reduction of adverse social consequences of their use, is under construction on the basis of a priority of preventive measures of public, administrative and medical character and includes:

) the state system of preventive maintenance of not medical consumption of drugs;

23. The basic threats in the given sphere are:

a wide circulation in a society of the tolerant relation to not medical consumption of drugs;

increase in number of the persons involved in not medical consumption of drugs;

insufficient efficiency of the organisation of rendering of the narcological medical, pedagogical, psychological and social help sick of a narcotism;

reduction of number of specialised narcological medical institutions, low number of the narcological rehabilitation centres (branches) in subjects of the Russian Federation, and also insufficient quantity of medical psychologists, experts in social work, social workers and other personnel participating in realisation mediko - social rehabilitation;

insufficient availability mediko - social rehabilitation for sick of a narcotism;

increase in number of the persons who have passed treatment, rehabilitation and drugs which have again come back to not medical consumption;

displacement of personal reference points towards consumer values;

insufficiently wide for maintenance of employment of youth a spectrum of offers on a labour market;

the weak organisation of leisure of children, teenagers and youth.

the Strategic target of preventive maintenance of not medical consumption of drugs is reduction of scales of not medical consumption of drugs, formation of negative attitude to illegal circulation and consumption of drugs and essential reduction in demand for them.

25. Achievement of the named purpose is carried out by the decision of following primary goals:

negative attitude formation in a society to not medical consumption of drugs, including by carrying out of active antinarcotic propagation and activity counteraction on propagation and illegal advertising of drugs and other psychoactive substances, increases of level of awareness of the population about negative consequences of not medical consumption of drugs and about responsibility for participation in their illegal circulation, carrying out of a competent information policy in mass media;

the organisation and carrying out of preventive actions with groups of risk of not medical consumption of drugs;

the organisation of preventive work in organised (labour and educational) collectives;

development of system of early revealing of illegal consumers of drugs, in particular by means of annual prophylactic medical examination;

creation of conditions for involving of citizens in antinarcotic activity, formation, stimulation of development and the state support of activity volonterskogo youth antinarcotic movement, public antinarcotic associations and the organisations which are engaged in preventive maintenance of a narcotism;

private responsibility formation for the behaviour causing reduction in demand for drugs;

formation of psychological immunity to consumption of drugs at children of school age, their parents and teachers.

26. Public authorities of all levels, local governments, public associations and the religious organisations, citizens, including experts participate In formation of system of preventive maintenance of not medical consumption of drugs educational, medical and cultural - educational establishments, volunteers of the youth organisations.

Actions of preventive maintenance of not medical consumption of drugs are intended for all categories of the population, first of all for children and the youth, being in adverse family, social conditions, in a difficult reality situation, and also for persons of groups of risk of not medical consumption of drugs.

27. One of preferable directions of antinarcotic activity is inclusion in the basic and additional educational programs of educational institutions and establishments of vocational training of sections on abusing preventive maintenance by psychoactive substances, and also the programs directed on corresponding target audiences (further - target programs). Thus realisation of target programs should cover following age and social groups:

children and teenagers are elderly till 17 years inclusive (trained, pupils of educational institutions and condemned in educational colonies criminally - executive system of Russia);

) the youth is elderly till 30 years inclusive;

) the working population;

recruits and military men.

28. At carrying out of preventive actions it is necessary to prefer a combination of individual and group methods of work, and also methods of the direct and indirect (mediated) influence on persons from groups of risk of not medical consumption of drugs, development and disclosing of resources of mentality and the person, support of the young man and the help to it in self-realisation of own vital mission.

Also it is necessary to develop mechanisms of social partnership between the state structures both the Russian companies and corporations, public associations and the organisations at carrying out of preventive actions of an antinarcotic orientation.

Narcological medical aid

29. Rendering of narcological medical aid to the persons supposing not medical consumption of drugs, is carried out according to the Constitution of the Russian Federation, the legislation of the Russian Federation on health protection of citizens.

30. The Current state of system of narcological medical aid is defined:

insufficient productivity of narcological medical aid;

reduction of number of specialised state narcological medical institutions and deterioration of their personnel maintenance;

insufficiency of financial and technical maintenance of narcological medical aid.

31. The Strategic target of a state policy in the field of development of narcological medical aid is timely revealing and treatment of the persons illegally consuming drugs, perfection of narcological medical aid sick of a narcotism, increase of its availability and quality, death rate decrease.

32. The basic actions for increase of efficiency and development of narcological medical aid:

preparation and the statement of an order of rendering of narcological medical aid and standards of rendering of narcological medical aid;

perfection of bases of legislative, economic and other maintenance of the organisation of obligatory forms of rendering of medical aid sick of a narcotism, including questions of interdepartmental interaction and its information support;

formation of a government program of scientific researches in the field of narcology;

the application non-admission in the Russian Federation replaceable methods of treatment of a narcotism with application of narcotics and the psychotropic substances brought in lists I and II list of narcotics, and is equal to legalisation of the use of separate drugs in not medical purposes;

perfection of methods of diagnostics of a narcotism, inspection, treatment sick of a narcotism;

regular preparation of experts in the field of rendering of narcological medical aid, increase of level of knowledge of experts of a primary link of public health services concerning the organisation of rendering of narcological medical aid;

improvement of financial maintenance of activity of specialised state narcological establishments of subjects of the Russian Federation, narcological divisions of medical institutions of municipal unions at the expense of means of budgets of all levels;

Rehabilitation sick of a narcotism

33. Rehabilitation sick of a narcotism is defined as set of the medical, psychological, pedagogical, legal and social measures directed on restoration of physical, mental, spiritual and social health, ability of functioning in a society (reintegratsiju) without the use of drugs.

34. The Current state of system of rehabilitation of the persons sick of a narcotism, is defined:

imperfection it is standard - legal base on rehabilitation sick of a narcotism;

insufficient financing of a rehabilitation link of narcological medical aid at the expense of budgets of subjects of the Russian Federation;

insignificant number of the narcological rehabilitation centres, and also rehabilitation branches in structure of operating narcological establishments in subjects of the Russian Federation and low level of their personnel maintenance;

a poor development of system of motivation of the persons supposing not medical consumption of drugs, to participation in rehabilitation programs, and also the mechanism of selection of participants for inclusion in rehabilitation programs;

insufficient efficiency mediko - the social actions providing restoration of socially significant resources of the person sick narcotism and its further socialisation in a society;

absence of conditions for social and labour reintegratsii participants of rehabilitation programs.

35. State policy strategic target in sphere of rehabilitation sick of a narcotism is formation of the multilevel system providing availability to effective programs of rehabilitation of persons, sick of a narcotism, restoration of their social and public status, improvement of quality and increase in life expectancy sick of a narcotism.

36. The basic directions of development mediko - social rehabilitation sick of a narcotism in the Russian Federation are:

the organisation of the rehabilitation narcological centres (branches) in subjects of the Russian Federation;

financing of narcological clinics and other specialised narcological establishments of subjects of the Russian Federation on the organisation of activity of narcological rehabilitation divisions;

strengthening of personnel structure of the narcological rehabilitation centres (branches) and divisions for the purpose of maintenance of the brigade form of work with sick of a narcotism;

regular preparation and retraining of experts (psychiatrists - experts in narcology, psychotherapists, medical psychologists, social workers, experts in social work) on questions mediko - social rehabilitation sick of a narcotism;

availability increase mediko - social rehabilitation for sick of a narcotism, and also for the persons who have addressed for medical aid which are on drugs with harmful consequences;

the organisation of system of training and employment sick of a narcotism, passed mediko - social rehabilitation;

working out of criteria of an estimation of overall performance of the narcological rehabilitation centres (branches), and also not medical rehabilitation organisations;

perfection of methods mediko - social rehabilitation sick of a narcotism;

formation of the legal bases providing use of potential of traditional religious faiths, non-governmental and public organisations in the state system of the rehabilitation help;

introduction of system of the state control of activity of not medical rehabilitation establishments without dependence from them organizational - the legal form;

formation of the effective mechanism of the state support of scientific researches in the field of rehabilitation sick of a narcotism, workings out and introductions of innovative programs of rehabilitation and reintegratsii sick of a narcotism;

formation of system of informing of the population about a spectrum of the rehabilitation services given at the state, regional and municipal levels;

creation of mechanisms of motivation of the persons supposing not medical consumption of drugs, on participation in rehabilitation programs;

creation of mechanisms of purposeful work with relatives of the persons participating in rehabilitation programs, providing formation socially - a positive environment reabilitiruemyh;
